Yes, there are millions of strategies you can use to become a millionaire, but they can really all be combined into three buckets. You’ll be hard pressed to find someone who made millions who doesn’t fall into one of these three often-interconnected categories.
With active income, you’re actively working to produce those wages. So if you work for someone else and you’re earning a per-hourly fee or you have clients and you’re working for yourself, you’re still engaged in active-income employment. However, if something were to happen to your ability to work, for example, you would be unable to produce an income. This could be anything from an injury to an illness or disease, and everything in between, when you can’t work, you can’t earn.
By inheritance. You can make a million dollars by inheritance. Yea, a lot of kids were born with a silver spoon and left a large inheritance. The only hitch with making money this way is that if you lack the competence to run the system that generates the money for your inheritance or if you simply have poor financial control of your life, you will lose that inheritance in due time.

I think you are correct that most people would have to run a successful business to become a millionaire by 25. Freelancing and doing other work will get a tidy sum of money, but it probably won’t consistently be enough.
